This problem usually occurs when a Cognos report opens separately in Adobe Reader, instead of inside the Internet Explorer browser window. Clicking on a link causes a secondary report to be run but if the report is being viewed in Adobe Reader, it cannot send the instruction back to the web browser and so nothing happens.
Workaround: Use another browser, namely Edge, Chrome or Firefox
Resolution: Display PDF in browser needs to be set in IE11 - Adobe PDF Reader = Enabled in Tools > Manage Add-ons as per the following instructions
